Announcement of delayed commissioning time for environmental protection facilities supporting the construction of 10000t/a polyurethane rubber vulcanizing agent MOCA and 10000t/a orthochloroaniline project (Phase I)

According to the announcement on the release of the "Interim Measures for Environmental Protection Acceptance of Completed Construction Projects" (National Environmental Protection Assessment [2017] No. 4), the commissioning period for the environmental protection facilities of our company's 10000t/a polyurethane rubber vulcanizing agent MOCA and 10000t/a orthochloroaniline project (Phase I) is from February 19, 2022 to May 18, 2022. Due to the impact of the epidemic, the equipment supply cycle is long, making it difficult for the continuous monitoring system for flue gas emissions to be installed and debugged in a timely manner. The commissioning time of the environmental protection facilities for the supporting construction of the project is now postponed for public announcement.

1、 Project Overview
Project Name: 10000t/a Polyurethane Rubber Vulcanizer MOCA, 10000t/a O-Chloroaniline Project
Construction unit: Huaibei Xingguang New Material Technology Co., Ltd;
Construction site: No. 6, Kehua Road, New Coal Chemical Synthetic Material Base, Huaibei City, Anhui Province.
Project Introduction: In this stage, a new MOCA production line for polyurethane vulcanizing agent has been established;
Total investment in this stage: 211 million RMB.

2、 Content of supporting environmental protection facilities
(1) Rainwater and sewage diversion pipelines and pipe networks; One MVR desalination device and one sewage treatment facility (using a combination process of "iron carbon micro electrolysis+Fenton oxidation+coagulation sedimentation+UASB+anoxic+aerobic+secondary sedimentation tank").

(2) Waste gas collection pipeline; Three sets of "primary water absorption+primary acid absorption+filtration cotton dehumidification+primary activated carbon adsorption" devices, one set of "primary water spray+efficient mist removal+primary activated carbon adsorption" devices, one set of bag dust removal device, one set of secondary activated carbon adsorption device, and toxic gas monitoring and alarm measures.

(3) Take noise reduction measures such as shock absorption and noise reduction.

(4) 1 hazardous solid waste temporary storage room and garbage bin.

(5) Partition anti-seepage in the factory area.

(6) One accident pool.

(7) Greening in the factory area.

(8) The investment in supporting environmental protection facilities is 18 million yuan, accounting for 8.53% of the total project investment.
